Public order and safety

More often municipalities hire Enforcers and Supervisors from a private security organization to prevent nuisance and annoyances on the street.

Based on this, we offer you a matching overall solution in the field of Enforcement & Supervision Our special investigation officers (SIAs) have a signaling and correcting role and work preventive and proactively. When people encounter a situation of nuisance, this can disrupt their daily life: residents sometimes do not feel at home anymore in their own neighborhood. Because of this, the Neighborhood Safety Team (NST) focuses on themes that the residents would like to tackle in their neighborhood.

What does a NST look like?
A NST consists of at least one police officer who has been rostered for the NST and two professional controllers from International Security Agency (ISA). Sometimes the NST is complemented with special investigation officers (SIOs) and other professionals in the neighborhood.

What does a NST do?
The NST works neighborhood-oriented and is structurally connected to the nuisance approach in the neighborhood for a longer period, in order to improve the quality of life and safety in a neighborhood. This is done by a visible, collective nuisance approach based on these three pillars:

  • Further developing an effective organization of the nuisance approach. This involves both frontline control, as integral collaboration between partners, neighborhood residents and local entrepreneurs, all within their own possibilities and responsibilities;
  • Focus on nuisance themes that are reported by neighborhood residents and local entrepreneurs;
  • Active reciprocity. In line with this, communication with the neighborhood residents means: receiving and delivering information.

Special Investigation Officers (SIOs)

As a municipality you operate in a rapidly changing environment. One that demands a responsible government that listens, acts, delivers. You want to respond swiftly, agile and adequately to the demands of the city and neighborhoods. With this, it is convenient to leave the supervision and enforcement in the public space to a professional partner. Especially during peak moments.

International Security Agency (ISA) is that partner. We offer an overall solution with … and experienced special investigation offciers (SIOs). Our SIOs are integrally deployable and have a First Aid certificate and a ‘RTGB-certificaat’ (certificate for the Regulation Testing of Violence Control Special Investigation Officer). Moreover, ISA has developed a permanent re-training and in-service training program to ensure that our SIOs keep their SIO qualification.

What do our SIOs do?
With an area-oriented approach, our SIOs enforce among others:

– the parking policy
– the Act on Enforcement of Traffic Policy
– the General Administration Act
– the General Municipal Regulation
– the compliance with the Licensing and Catering Act in your municipality.
Besides this, they supervise the public space, the physical surroundings and the social domain.

In your municipality, there is a big nightlife area (hotspot). Often these are the busiest streets with hotels, restaurants and bars or the supply- and conveyance routes to and from the hotspot. Do you want to keep supervising on order and safety in these areas? Then a ‘shush-team’ is a solution.

The ‘shush-team’ addresses the nightlife crowd that crosses the norms and points out rules for appropriate behavior. By shushing timely and correcting behavior, they create a safe nightlife area and improve the safety experience in the public space.

What exactly does a Shush-team do
The ‘shush-teams’ of International Security Agency (ISA) reduce nuisance for visitors and residents, focus on the de-escalation and fulfil a role of host in the nightlife area. Visitors of the nightclubs can ask questions to the Shush-team. E.g. if they want information about specific parties, nightclubs, taxi stands and other social services. The Shush-team also ensures a safe and livable nightlife climate. E.g. by supporting the doormen and police in their tasks. Furthermore, the Shush-team keeps an eye on the vulnerable nightlife crowd that is under the influence of alcohol or other substances and through this is an easy target for theft and/or intimidation.

What does a Supervisor do?
A good Supervisor monitors if the laws and regulations are violated. He or she also assesses risks, determines whether intervention is necessary, has eye for the surroundings, radiates authority and enters into conversation with people who show deviating behavior or cause nuisance. With their preventive and proactive presence and alertness, Supervisors prevent disruption of the public order.

As a municipality, you take measures to reduce the number of domestic burglaries in your municipality together with the police. Sometimes temporary interventions are needed in neighborhoods where a lot of domestic burglaries take place (hotspots).

International Security Agency (ISA) has developed a Stop Domestic Burglaries-team for this. These teams consist of trained prevention advisors. They give specific advice and information to residents in the areas where the problems are concentrated. The result? Neighborhood residents are more aware of the risks and are keener on taking (more) preventive measures.

Police quality mark Safer Living (PKVW)
During the visit, our prevention advisors give free advice on the Police quality mark Safe Living (PKVW). The Police quality mark Safe Living is a method to improve the safety in and surrounding a house. Houses that are secured according to the regulations of burglary protection of the Police quality mark Safe Living (PKVW), have up to 90% less chance to be burgled.
